‘When Democracy Bleeds – Tactical Medicine Amid Strikes and Martial Law’
On July 15, 2025, the ACEP25 TALEM Webinar, hosted by the American College of Emergency Physicians (ACEP), featured a presentation by the Disaster Medicine Center at Soonchunhyang University Bucheon Hospital, highlighting South Korea's unprecedented dual crisis of healthcare and political turmoil.
Titled ‘When Democracy Bleeds – Tactical Medicine Amid Strikes and Martial Law’, the presentation addressed the simultaneous occurrence of a nationwide residents' strike and a presidential attempt to declare martial law in late 2024. This crisis, where South Korea, a high-income democracy, faced both a healthcare system collapse and a disruption of constitutional order, served as a critical test for the role of Tactical Emergency Medical Support (TEMS) and Tactical Emergency Casualty Care (TECC) in civilian high-risk situations. However, the presentation revealed that there were no instances of TEMS or TECC being applied, exposing a gap in the systematic response to civilian crises.
Professor Shin Hee-jun emphasized that “tactical medicine must extend beyond military and law enforcement to include civilian crisis response systems.” The presentation not only raised awareness of South Korea’s crisis but also expanded the scope of disaster medicine.
