이어 10월 23일 15:30–16:00 시간대에 신 센터장과 SCH Disaster Medicine Center, Soonchunhyang University Bucheon Hospital, Republic of Korea가 명시됐다.
강연 제목은 “Integrated Preparedness for Complex Emergencies: Lessons from the Disaster Medicine Experience”였다.
“Preparedness is not simply what we possess. It is what we can deliver together, when it matters most.”
From Heejun Shin’s own lecture reflection

Bringing Korean experience into an international conversation on disaster medicine
Heejun Shin, Director of SCH Disaster Medicine Center and an emergency physician at Soonchunhyang University Bucheon Hospital, participated as an invited speaker at CEMEC Winter School 2026, held in the Republic of San Marino from 23 to 25 October. The programme brought health security, CBRNe, Emergency Medical Teams and disaster medicine into a shared educational setting. SCH contributed a perspective grounded in clinical practice, professional education and research in South Korea.
The official AGENDA 20 listed sessions by Emanuele Bruni and Oleg Storozhenko of the World Health Organization (WHO), Adil Radoini of the United Nations Interregional Crime and Justice Research Institute (UNICRI), and Madison Wimmers of the World Organisation for Animal Health (WOAH), together with Paolo Dalla Villa of a WOAH Collaborating Centre. Shin’s lecture was scheduled for 15:30–16:00 on 23 October, with his affiliation explicitly recorded as SCH Disaster Medicine Center, Soonchunhyang University Bucheon Hospital, Republic of Korea. This placed SCH’s practice-based experience within the same programme as international discussions of health security and emergency response systems.
The central question: can our capabilities work together when they are needed?
In his lecture, “Integrated Preparedness for Complex Emergencies: Lessons from the Disaster Medicine Experience,” Shin examined what happens at the connections between institutions, teams and services. He drew on a challenging clinical experience, Korea’s drive-through screening approach, chemical mass-casualty education and emergency triage research to explore how information, decisions, resources and responsibilities move across organisational boundaries.
The lecture transcript records a consistent argument: preparedness must be demonstrated through the ability to act together under pressure. Having trained personnel, equipment and plans is essential, but their value depends on timely activation, communication, safe handovers and coordinated priorities. Shin also distinguished improvements in educational measures from evidence that an entire response system is ready. Exercises, evaluation, correction and retesting were presented as ways to examine collective performance.
In his published reflection, he described preparedness in terms of what people can deliver together when it matters most. Shin reported positive feedback from fellow participants following the lecture. The presentation gave SCH an opportunity to share its accumulated experience and connect practical questions from Korea with the concerns of an international professional audience.
From the lecture hall to simulation-based learning
On 24 October, the official programme at the University of San Marino’s WTC venue included a model-based tabletop exercise, a CBRNe/MCI virtual tabletop exercise using XVR, and a practical Disaster Victim Identification station. Shin took part in the XVR computer-simulation programme facilitated by the Romanian SMURD team, discussing virtual incident scenes with participants from different backgrounds. In his own account, he thanked Diana Vicas and the SMURD team for the learning experience.
These exchanges offered a practical setting in which to revisit the lecture’s central theme. Participants could compare perspectives on the same simulated situation and consider the importance of communication and a shared understanding of events. The afternoon programme was scheduled to continue with a full-scale live exercise involving the San Marino Fire Brigade, Civil Police and Civil Protection.
Professional connections that extend beyond the classroom
Conversations continued across formal sessions, small-group exercises and the welcome dinner. Shin expressed his appreciation to Professor Roberto Mugavero and the CEMEC team for their hospitality and to the international colleagues who shared their experiences. His photographs document not only the lecture and practical sessions, but also encounters with responders and fellow participants throughout the visit.
A reunion with Rajeev Fernando, whose lecture addressed bioterrorism and emerging biological threats, brought a personal dimension to the professional exchange. In his own post, Shin reflected on their connection as alumni of the BIDMC Disaster Medicine Fellowship and expressed respect for Fernando’s humanitarian work. Such encounters illustrate the relationships through which professional learning can continue across countries and over time.
Sharing SCH’s work and strengthening the foundations for future exchange
Through its invited lecture, participation in practical learning and engagement with international colleagues, SCH Disaster Medicine Center made its work visible in a multidisciplinary international setting. The centre’s named place in the official programme, the substance of the lecture and the photographic record provide concrete evidence of that participation.
Sharing experience from South Korea while learning from other regions adds to the foundations for future education, research and inter-institutional exchange. This feature brings together the lecture and exercise records, photographs from the visit, and a detailed bilingual transcription of the three-day timetable in AGENDA 20.
